Partly-printed DS signed as President, April 26, 1886, 14.75" x 15", appointing Alexander B. Andrews of Raleigh, NC "A Commissioner to report upon forty miles of railroad constructed by the Northern Pacific Railroad Company ... in the Washington Territory". [This appointment coincided with an expansion project by the Railroad in which a total of 46 miles of new track was laid in the Washington Territory (1886).] Countersigned by Secretary of the Interior and future Associate Justice of the Supreme Court Lucius Q.C. Lamar with embossed Department of the Interior blind stamp at bottom. *Anthony Boyd Andrews was a distinguished railroad builder and financier who served as Vice President of the Southern Railroad and later, Superintendent of the North Carolina Railroad Company. Andrews served in the CSA as a Captain in the 1st North Carolina Cavalry Regiment and was a close friend of ex-Confederate statesman and officer Lucious Q.C. Lamar - credited with drafting The Mississippi Ordinance of Secession. He signs this document in confirmation of the President's appointment. Fine condition.
