On the front page is an extensive article on the Confiscation Act of 1862 and its passage by Congress. Included in the article is the text of Abraham Lincoln's Message on the act's constitutionality. The Confiscation Act gave legal authority to courts to implement the legal seizure of land and property from citizens who aided the Confederacy. Also in the act was a clause allowing emancipation of slaves in the Confederacy that lived in areas of Union occupation. Most of the rest of the text on both pages are small articles on Civil War battles and political news in the Confederacy. The publisher of the Richmond Examiner became anti-Jefferson Davis' political and military actions as the Civil War progressed.
