A fine grouping of 24 typed letters signed by several Postmaster Generals describing the issuance of a new stamp, with the transmittal cover which bore the letter bearing the stamp discussed and with the appropriate first-day cancel affixed thereto. Postmaster General Robert E. Hannegan signs five of the letters with the balance signed by Jesse M. Donaldson.
