8 pages, 13 x 8 inches, Washington, September 20, 1857, in the blank, sent to members of Congress, Postmasters and Cabinet appointees for the purpose of creating an accurate census determining the yearly domestic consumption of cotton in the United States. As could be expected, four years later, this census greatly helped the Northern States determine the South's true GNP once hostilities erupted. Usual folds with the original stitching still intact. Some uneven toning at the bottom of the first page; small crease at the lower right corners throughout. Still in very good condition.
American politician who served as Commissioner of Patents and Postmaster General in the Buchanan administration and later as Brigadier General and Judge Advocate General through appointment by President Lincoln. As Judge Advocate, Holt was the chief prosecutor in the trial of the Lincoln conspirators and aggressively upheld the death sentence of Mary Surratt, the first woman to be executed in the United States.
