Signed "Bill" as Secretary of War, sending two letters of introduction (not included) to assist the recipient in an unstated crisis, in part: "My heart goes out to you in this, your hour of dreadful trial and I earnestly hope that you may obtain the needed aid from Paris. I have seen Secretary Morton and the order for Commander Ward's leave will issue tomorrow... He may leave by Tuesday's steamer...I send two letters of introduction, one of Ward to Ambassador Porter and the other of you to Mr. Root..." One horizontal fold; otherwise near fine.
