Typed Letter Signed on "Department of the Interior" letterhead

Washington: 1904.

1 page, 10.5 x 8 inches, Washington, December 22, 1904. In this letter, Hitchcock approves the appointment of Frank Govern, one of the worst and corrupt Indian agents, in full: "On the recommendation of the Commissioner, you are hereby detailed to New York City on business connected with the Indian Warehouse there. You will be allowed your railroad and sleeping-car fare and a per diem of $4 in lieu of all other expenses of the trip, payable from the appropriation for 'Telegraphing and Purchase of Indian Supplies, 1905.'" Frank Govern's name would surface after his death as being implicated in a fraud case whereby tainted meat was purchased for distribution on Indian Reservations. Horizontal folds; very good condition.

United States Secretary of the Interior under Presidents McKinley and Roosevelt where he pursued a vigorous program for the conservation of natural resources and reorganized the Administration of Native American Affairs.
