This war-date document, written to a fellow Treasury Department official, shows how Abraham Lincoln did not want to punish southerners but instead wanted to bring them back into the Union. Of course, that cause was compromised upon his assassination when Radical Republicans achieved long-term occupation of southern states, and retribution through confiscation of lands. In part: "...It is useless almost to file information in the General Court here as to abandoned rebel property or to make seizures under the Trade Regulations..." Two natural folds; very good(+) condition.
