The three volumes of the "Report of the Joint Committee... are in the original cloth. The two volumes of the Supplemental Report... are rebound in modern library buckram. The second volume of the Supplemental Report has several folding battle maps. "From the moment of its creation the Committee, under (Benjamin Franklin) Wade's chairmanship, became a violently partisan machine, suspicious of the loyalty of those who ventured to dissent from its wishes and bent upon an unrelenting prosecution of the war."
