This document informs the Haitian Secretary of State of details of US Marines' use of Haitian airspace, in part: "With reference to Your Excellency's note of June 20, 1939, granting blanket permission for United States Service aircraft to fly over and, when necessary, to land in Haitian territory, I have the honor to inform Your Excellency that twenty-four planes of the First Marine Group...plan to arrive in Port-au-Prince on or about March 8..." Accompanied by an unsigned carbon on onion skin, and an additional unsigned two-page carbon on onion skin regarding "belligerent submarines." Edges of onionskin documents folded from long storage; main document in very good(+) condition.
