		Recipient of the Nobel Peace Prize for his role in establishing the United Nations. Outstanding and important T.L.S. "Cordell Hull", 4to. 1 page. Secretary of State, Washington, October 3, 1938, to powerful New York State attorney and powerbroker Frederic R. Coudert, written just three days after the Munich Crisis and with the implication that FDR and Cordell Hull might have been involved in secret peace negotiations with the European powers, a point that has forever been contradicted by history, in part: "...thank you for your kind letter of September thirtieth, in which you...send me a line of congratulations on the efforts of the President and myself in trying to effect a peaceful solution to the European crisis during this past week...". At the time of the Munich crisis the United States made it clear to the world that they would pursue a "wait-and-see" foreign policy. The President was in Rochester, Minnesota where he spoke to a large group of well-wishers on a train platform: "Here I came as a father and not as President, and you greeted me accordingly. I am going away knowing that you still will be pulling for that boy of mine". In England, Joseph Kennedy did an interview for March of Time: Announcer: Mr. Kennedy has the United States declared officially on the side of the Allies? Kennedy: Allies?  In no sense of the word is the United States taking sides in the present crisis.  And Cordell Hull, when interviewed in Washington D.C. was only able to communicate that there were approximately 30,000 Americans in possible harms way...if war in Europe was inevitable. If President Roosevelt and Cordell Hull did in fact try to affect a peaceful solution to the European crisis...it remains a secret to this day. Excellent condition. Fine.

During his role as Minister to England, he drafted and wrote the Treaty of Ghent, which ended the War of 1812. As Secretary of State, he negotiated the Adams-Onis Treaty of 1818 and wrote the Monroe Doctrine, a thesis that took almost three years to complete before being presented to Congress. Extraordinary and historically important unpublished draft letter signed as Secretary of State. 4to, 2 pages. Washington, August 17, 1821. Written to President James Monroe, residing at his personal estate in Shannondale Springs, cryptically addressing several complicated Foreign Policy issues that would become the foundation for the principles of the Monroe Doctrine, including the seizure of the French vessel Jeune Eugenie, Florida and the conclusion of the Adams-Onis Treaty, and Great Britain's desire for a strict interpretation of the Treaty of Ghent, etc. In full: "I send you by Express a note from the French Minister together with a draft which I have made of an answer to it, for your consideration. Should you approve it, with such amendments as you may think proper, I pray you to have the goodness, to send it back to me, that I may receive it if possible on Sunday. I had fixed on Monday for my departure - but if instead of the draft which I enclose (modified as you see fit) you think it will be more expedient to answer with less decision, and to continue the discussion with him at present, I will postpone my Northern tour and reply to him at leisure, and in such manner as you may direct. P.S. I enclose a letter from Baron Stackelberg the Charge d'affaires from Sweden. I would propose that a Proclamation should issue, declaring Norwegian Vessels entitled to the privileges accorded by the act of Congress of 3. March 1815. Two letters from General Jackson at Pensacola with enclosure a letter from General Peter B. Porter and a letter from Mr. Delafield, the agent to the Commission under the 6th and 7th articles of the Treaty of Ghent are likewise enclosed. One letter from James G. Forbes." Adams suggested that any resolution "should be submitted to the consideration of the President without a strong though tacit censure of Lieutenant Stockton. By giving up the vessel we not only admit she was French property, but deprive our officer to show his reason for believing it was an American Vessel." On July 17, 1821, exactly four weeks before this draft was sent to President Monroe, the Spanish officially vacated Florida, concluding the Adams-Onis Treaty of 1818. General Jackson was appointed Territorial Governor, and the United States announced that it would no longer allow any infringement by a foreign power into the hemisphere. Great Britain soon thereafter asked for a clarification of the Treaty of Ghent due to several "questionable" actions committed in Florida by General Jackson, most notably the execution of two British merchants who were supplying weapons to the Spaniards and Seminoles. The Florida debacle would once and for all end all European influence in the hemisphere, and became the strongest argument in implementing the foundations of what would become the Monroe Doctrine. 		PETTENGILL, JOSEPH - Major in the 9th Massachusetts Regiment who became the officer in charge for Bounties advanced persons in the Continental Army. Two remarkable WAR-DATE Autograph Documents Signed "J. Pettengill" 4to. 2pp. Massachusetts, an affidavit to the Chief Justice of the Commonwealth of Massachusetts, concerning a soldier (John Baptise Villiard) who enlisted in the Continental Army for three years and pocketed a bounty of $120. Fifty-seven days later the soldier was discovered as being a deserter and produced papers declaring that he was a French citizen and in the French Service. At that point he was placed under arrest, in part: "....Jean Baptise Villiard enlisted into the service of the United States of America for the Town of Ipswich and received $120 to serve them for the term of three years. I passed him muster upon a certificate that I supposed to be good...but upon a second examination it appeared to be written in French - permitting John to pass and re-pass from town to town in that country which was understood to be in America. He was accordingly (upon the deception) delivered to a Continental officer and receipted to me as our man of this Commonwealths quota...and did, on the second day of March desert the party - which was about 57 days ago. Last Saturday he was arrested in the town of Andover and brought to me as a Deserter. I examined him strictly...asked how he came by so much money and he informed me that he had over and above the money he received of Captain Collins...that he brought it with him from France. I received of John B. Villiard 25 Guineas as security for his good behavior for the future...promising him that when he would arrive in camp he would receive his money. Two days later a French gentleman from that Island took John from me and also demanded that I return the money to him. I offered the gentleman the man (if he's engaged in the French Service)...and all the money over and above that of which he received of the Public Funds..I conceived it my indispensible duty, as a public officer, to detain as much money for the ease of the deficient town, as he the said John has unjustly taken by deception from them". Still fuming over the contempt he holds towards Villiard, Pettengill writes an A.L.S. to Governor John Hancock, small folio, 1p. Nov. 7, 1781, in full: "May it please your Excellency since I left you this morning I am taken extremely unwell, scarcely able to walk - being anxious for strict justice to be done between John Baptise Villiard and the Commonwealth. I have thereupon taken the liberty to enclose to your Excellency, true facts relative to this case - that whoever may be judges in this case may be acquainted with every circumstance respecting the subject". Docketed on verso, "Major Pettengill, Rec'd Nov. 7. 1781", possibly in the hand of Hancock. An exceptional offering in fine condition.

		German World War II senior submarine officer who rose to the rank of Grand Admiral and Commander-in-chief of the German Navy. Upon the death of Adolf Hitler on April 30, 1945 he became the last President of the Third Reich. On May 7, 1945, he dictated the German instrument of surrender and ordered Field Marshall Jodl to sign it in his absence - bringing an end to hostilities in Europe. Outstanding souvenir copy of "The Instrument of Surrender of all German Forces" 4to. 1p. May 7, 1945, Rheims, signed "Donitz, 16. 2. 78", to General Dwight D. Eisenhower, Supreme Commander of the Allied Expeditionary Forces, in small part: "....We the undersigned, acting by authority of the German High Command, hereby surrender unconditionally to the Supreme Commander, Allied Expeditionary Force and simultaneously to the Soviet High Command all forces on land, sea and in the air who are at this date under German control...", handsomely matted in gray along with a photograph of the German High Command signing the surrender document, framed in black wood, outer measure 25" x 17"to 25" X 17". 		Colombian President of the Confederation of Granada (now the Republics of Colombia and Panama) in 1861, who was also a distinguished General, writer, poet, scholar, and lawyer. On November 13, 1862 Arboleda was assassinated at the age of 45. Exceedingly rare autographed letter signed "Julio." 8vo, 1 page, no place, no date. Written in Spanish (not translated). Circa 1850's. Thanking a friend for sending him a book and sending well wishes. Below this letter (not affecting the text) is an inscription (from the 1850s or 60s) in Spanish, stating: "This is the autograph of the grand poet Latin-American Julio Arboleda...certified authentic." Usual folds otherwise excellent condition.
