1 page, 9.25 x 7.25 inches, no place, March 11, 1813. Signed "BEDFORD" at a time when England was suffering great financial concerns over its participation in the Napoleonic War and its escalating problems in North America (War of 1812). Russell, who opposed both wars, was wary of accepting a visitor, in part: "...My time is now so fully occupied everyday by thinking of our national misfortune that I feel a difficulty in speaking anytime to you..." Evenly toned with mounting remnants and a paperclip stain showing through from verso; very good(-) condition.

British Whig member of Parliament who was a strong follower of Bonapartism; opposed the Peninsular War believing that it neither could nor should be won. He is also the father of Prime Minister John Russell.
