Description: 2 pages (front and back), 10 x 8 inches, Washington, January 20, 1872. Signed by the Governor of New York and U.S. Secretary of State, informing a constituent that he does not have the political power to authorize salaries to different consulates. In part: "The Secretary of State has not been charged with power to fix the salaries nor is there any appropriation placed under his control...the requisite authority is possessed by congress only..." Horizontal folds; bleeding throughout the letter, but Hamilton's signature is sharp. Very good condition.
