Conner's desire for a promotion to a position as captain in the Revenue Cutter Service, in part: "Immediately upon the receipt of the recommendation signed by yourself and other gentlemen in favor of the appointment of Lieutenant Conner to a captaincy in the Revenue Cutter Service, I transmitted it to the Secretary of the Treasury and urged his claims strongly.
